IITC\u2019s Executive Director Andrea Carmen, shown with members of the UNESCO Convention Secretariat on May 17, 2017, was invited to participate for the 2nd time in the Subsidiary Committee for UNESCO\u2019s 1970 Convention on the Illicit Transport of Cultural Heritage at UNESCO Headquarters in Paris.<\/p><\/div>\n

On August 9th 2017 the Executive Board of the United Nations Educational, Scientific and Cultural Organization (UNESCO) adopted a revised draft of their \u201cPolicy on Engaging with Indigenous Peoples\u201d which now includes operative paragraph 77 r) on repatriation of Indigenous Peoples\u2019 human remains and sacred items as follows:<\/p>\n

\u201cIndigenous peoples have the right to repatriation of their human remains and States should seek to enable access and\/or repatriation of ceremonial objects and human remains in states\u2019 possession through fair, transparent and effective mechanisms developed in conjunction with the indigenous peoples concerned.\u201d<\/p>\n

The current draft of the Policy will continue to be discussed at the next meeting of the Executive Committee in October 2017.<\/p>\n

This has been a two-year focus of work for IITC\u2019s engagement with UNESCO, with the active support of the UN Expert Mechanism on the Rights of Indigenous Peoples (EMRIP). A new mechanism for the international repatriation of Indigenous Peoples sacred items and human remains, as called for in Aritlecs 11 and 12 of the UN Declaration on the Rights of Indigenous Peoples and Operative Paragraph 27 of the World Conference on Indigenous Peoples Outcome Document and Indgienous Peopels around the world. The next steps in the establishment of this new mechsnsims will be discussed at the upcoming \u201cInternational Conference on Indigenous Peoples\u2019 Rights to Cultural Heritage, November 16-17 at the University of Helsinki in Finland. IITC, EMRIP and UNESCO are invited presenters on this issue.<\/p>\n

\u00a1Un triunfo!<\/strong> Se incluye ahora la repatriaci\u00f3n en el Proyecto de Pol\u00edtica de la UNESCO sobre los Pueblos Ind\u00edgenas<\/strong><\/p>\n

El 9 de agosto de 2017, la Junta Ejecutiva de la ONU para la Educaci\u00f3n, la Ciencia y la Cultura (UNESCO) adopt\u00f3 una versi\u00f3n revisada de su \u201cPol\u00edtica de compromiso con los pueblos ind\u00edgenas\u201d que ahora incluye el p\u00e1rrafo 77 (r) sobre la repatriaci\u00f3n de restos y objetos sagrados de los Pueblos Ind\u00edgenas como se indica a continuaci\u00f3n:<\/p>\n

“Los pueblos ind\u00edgenas tienen derecho a la repatriaci\u00f3n de sus restos humanos y los Estados deben procurar permitir el acceso y la repatriaci\u00f3n de objetos ceremoniales y restos humanos en su posesi\u00f3n mediante mecanismos justos, transparentes y eficaces desarrollados conjuntamente con los pueblos ind\u00edgenas interesados”.<\/em><\/p>\n

El borrador actual de la Pol\u00edtica seguir\u00e1 siendo estudiado en la pr\u00f3xima reuni\u00f3n del Comit\u00e9 Ejecutivo en octubre de 2017.<\/p>\n

Este ha sido un enfoque de dos a\u00f1os de trabajo para la incidencia del CITI en la UNESCO, con el apoyo activo del Mecanismo de Expertos de la ONU sobre los Derechos de los Pueblos Ind\u00edgenas (EMRIP). Es un nuevo mecanismo para la repatriaci\u00f3n internacional de los objetos sagrados y los restos humanos de los Pueblos Ind\u00edgenas, tal como se exige en los art\u00edculos 11 y 12 de la Declaraci\u00f3n de las Naciones Unidas sobre los Derechos de los Pueblos Ind\u00edgenas y el P\u00e1rrafo Operativo 27 del Documento Final de la Conferencia Mundial sobre los Pueblos Ind\u00edgenas y los Pueblos Ind\u00edgenas de todo el mundo. Los pr\u00f3ximos pasos en el establecimiento de estos nuevos mecanismos ser\u00e1n discutidos en la pr\u00f3xima “Conferencia Internacional sobre los Derechos de los Pueblos Ind\u00edgenas al Patrimonio Cultural, del 16 al 17 de noviembre en la Universidad de Helsinki en Finlandia.
