Please find attached a letter received from the government of Mexico, signed by INPI’s Director Adelfo Regino Montez, declaring the creation of an Inter-ministerial Group for the Regulation of Pesticides, on 8 May 2019. The letter also references the Expert Group Meeting organized by IITC and CADPI for the legal review of the UN Special Rapporteur on Toxics and Human Rights in Mexico City in January as well as the visit we arranged for representatives of the National Institute of Indigenous People (INPI) with 7 of the 8 traditional authorities of Yaqui Pueblos held in the traditional guardia of Vicam Pueblo on May 31st. We are encouraged and appreciative that the letter specifically references implementation of the 2015 recommendations of the UN Committee on the Rights of the Child, based on the submission IITC made for the CRC’s received of Mexico.
We are very grateful to INPI for this long-awaited action on a matter of life-and-death importance to the Yaquis in Sonora Mexico and Indigenous Peoples around the world. We will await updates on the steps that will be taken with the direct participation of the Yaqui Pueblos in Sonora.
I also express my great appreciation and regards to everyone in IITC, the Yaqui Pueblos and our allies who have worked for so many years to make these advances possible, the funders who provide support to us in this effort, UN experts and bodies who engaged with us to make this situation known, and also with remembrance for the many Yaqui children and other Yaqui community members who suffered and lost their lives as a result of this terrible practice, which we fervently hope now will finally be remedied.

Adjunte una carta recibida del gobierno de México, firmada por el Director del INPI, Adelfo Regino Montez, declarando la creación de un Grupo Interministerial para la Regulación de Plaguicidas, el 8 de mayo de 2019. La carta también hace referencia a la Reunión del Grupo de Expertos organizada por CITI y CADPI para la revisión legal del Relator Especial de la ONU sobre Tóxicos y Derechos Humanos en la Ciudad de México en enero, así como la visita que organizamos para representantes del Instituto Nacional de Pueblos Indígenas (INPI) con 7 de las 8 autoridades tradicionales de Yaqui Pueblos celebrados en la guardia tradicional de Vicam Pueblo el 31 de mayo.
Estamos alentados y agradecidos de que la carta haga referencia específicamente a la implementación de las recomendaciones de 2015 del Comité de los Derechos del Niño de la ONU, en base a la presentación que IITC hizo para los CRC recibidos de México. Estamos muy agradecidos con el INPI por esta acción tan esperada en un asunto de vida o muerte para los yaquis en Sonora México y los pueblos indígenas de todo el mundo. Esperaremos actualizaciones sobre los pasos que se tomarán con la participación directa de los Pueblos Yaqui en Sonora.
Expreso también mi gran agradecimiento y respeto a todos en CITI, los Pueblos Yaquis y a nuestros aliados que han trabajado durante tantos años para hacer posibles estos avances; los financiadores que nos brindan apoyo en este esfuerzo; los expertos y organismos de la ONU que colaboraron con nosotros para hacer esta situación conocido; y también en recuerdo de los muchos niños yaquis y otros miembros de las comunidades Yaquis que sufrieron y perdieron la vida como resultado de esta terrible práctica, que esperamos fervientemente que finalmente se remedie.
